| I agree with Seth there. I suggest buying new ones, since the stuff required to fix such wheels would require industrial-class equipment. |

(not to sound the broken record but...)
looks like the wheel's been chipped.
I don't have fats, so someone will probably correct me... but can't you pop the bearings out and clean them if the wheel doesn't spin properly? |
